2: (Regarding UMTS) -- AMPS has a lottery for frequency allocation.
People who won the lottery would then sell the frequencies for lots of
$$.  Therefore auctions were conducted for PCS frequencies.  The winner
of the auction must demonstrate a deployment plan in order to receive
the frequency allocation.

12: Roaming between network providers should have a low handoff cost.

17: The private CDPD network is used for security issues since the data
sent across this network is sent in clear text.

23: (Regarding handoff latency and scaling issues) -- Home-based handoff
causes the home to be a bottleneck.  Certificate-based handoff can be
distributed.  However, there may be a problem with cloning.
